Availability and evidence boundary — October 25, 2026

Limitation

Laboratory Partner Services is source-only, NOT operational in Sandbox and NOT available in Production. Its staged database package is UNAPPLIED, the service gate remains off and prospective providers are not connected or verified. No partner delivery, clinical execution, invoices, payments or certification are enabled.

The laboratory-only Control Plane presents four separate sections: Explore Services, My Connections, Program Configuration and Activity. Read failures are unavailable evidence, not zero activity or successful requests. Source contracts, disposable persistence, genuine hosted identity, partner acceptance and publication are independent evidence classes.

OpenLoop commercial versus clinical authority

An OpenLoop business introduction packet is about a laboratory business account. Partner acceptance of that introduction is not provider identity, licensure, clinical review, requisition authorization or result-release approval. No patient referral incentive is modeled.

Canonical clinical adapter configuration, authorized provider evidence, review policy, Program scope and critical-result governance remain independent. A telehealth/account status alone cannot satisfy request_clinical_review or create_diagnostic_order capability.

Mobile geography is method-specific

Speedy Sticks is a mobile collection candidate. A future mobile service must have approved geography and a verified collection adapter, selected method and narrowed laboratory/item region support. An empty coverage record is unavailable, not nationwide.

A scheduled booking is not collection; a completed collection is not laboratory receipt. The existing booking identity, location/mode, method and adapter remain authoritative and are not duplicated by Partner Services.

Planned draw-site expansion

Speedy Sticks planned draw_site_collection is not an active registered capability, published directory or verified patient service center. The source evaluator blocks assignment readiness for a planned-only provider capability even when another mobile capability is present.

A future draw-site pilot needs a confirmed location, exact supported method, active status, geography, appointment/walk-in semantics and verified scheduling proof. Mobile evidence cannot stand in for those independent records.

Tasso compatibility review

A Tasso business/device account is not universal test compatibility. Review must identify the specific laboratory orderable, specimen type, collection method, device, handling and approved clinical scope. Missing or incompatible specimen/device review returns specimen_device_incompatible.

self_kit is explicit-only. Neither a test name nor a device brand enables kits, specimen stability or carrier custody. An approved Program service cannot silently expand the Catalog collection methods or canonical service area.

Independent source and external acceptance

A verified compatibility descriptor is a read-only summary, not a provider response or clinical writer. Actual partner acceptance, installed Core scope, canonical adapters and independent Sandbox evidence must all be separately established before live execution.

Missing evidence is not a successful no-review-needed state. High-risk exclusions, provider authorization and critical-result escalation require licensed clinical ownership; source tests cannot certify them.
