Availability and evidence boundary — October 25, 2026
Limitation
Laboratory Partner Services is source-only, NOT operational in Sandbox and NOT available in Production. Its staged database package is UNAPPLIED, the service gate remains off and prospective providers are not connected or verified. No partner delivery, clinical execution, invoices, payments or certification are enabled.
The laboratory-only Control Plane presents four separate sections: Explore Services, My Connections, Program Configuration and Activity. Read failures are unavailable evidence, not zero activity or successful requests. Source contracts, disposable persistence, genuine hosted identity, partner acceptance and publication are independent evidence classes.
Provider identity and packaging
DOT is an unverified prospective business identity; legal entity verification is required before a signed handoff or compatibility claim. Supera Fulfillment is a candidate for kit assembly, outbound and return logistics, not a verified executing provider.
Kit assembly is a packaging activity. It requires the exact Program/specimen kit specification and independent assembly evidence; it does not prove stock availability, dispatched shipment or laboratory acceptance.
Inventory is a separate dependency
The read-only kit_assembly compatibility outcome requires both assembly and inventory verification. A commercial account, packaging specification or approved relationship is not an inventory reservation. No inventory, shipment or kit activation writer is added.
Canonical Fulfillment, explicit self-kit item selection and laboratory methods remain authoritative. Program services never infer a kit from specimen names or biomarker overlap.
Outbound and return are independent legs
outbound_logistics needs outboundVerified proof; return_logistics needs returnVerified proof. Approval of one capability cannot satisfy the other. Carrier tracking evidence belongs to its existing shipment context and cannot become a new clinical correlation system.
A delivery to the patient differs from a return parcel delivery to a laboratory. Cancellation, failed delivery, loss, temperature excursion and incorrect packaging require their respective operators and evidence; no automatic replacement order or blind resend occurs here.
Receipt, accession and release
Courier delivery is not specimen received, accepted or accessioned. Only the receiving laboratory’s canonical specimen/clinical workflow establishes receipt and accession. Result release remains the licensed clinical authority and existing released-result read policy.
All LPS compatibility outputs explicitly keep accession=false and resultRelease=false, including fully evidenced outbound or return metadata. A logistics success must never be displayed as an accepted clinical sample.
Reference Testing stays separate
Reference Testing may depend on collection, kitting or logistics, but bilateral laboratory consent, sender-specific Program grants, order correlation, performer accession and result release are separate authorities. Partner Services does not duplicate those relationships or create a send-out order.
For a future joint pilot, evidence must tie logistics to an already authorized canonical specimen/order identity without expanding sender or performer access. Existing R1 gates remain off and its packages remain unapplied.
